Downtown Upper Story Housing Program
The City of Rock Island offers a loan program to create or renovate housing on the upper floors of downtown buildings. The goal of the program is to increase the number of residential units, upgrade existing units, and enhance the appearance of facades in the Downtown Rock Island Tax Increment Financing (TIF) District.
In June 2003, the program was created by setting aside TIF funding to support the creation of new housing on upper floors of existing buildings. Given the continuing interest in re-establishing housing in downtown, especially in upper floors of existing but vacant or under-utilized space, the TIF program can now respond to this demand. This program is helping the City achieve one of its top priorities - more livable neighborhoods by expanding housing options.
